Consular services in questions and answers

Roman Yurievich Oleinikov,
Head of the Consular Section of the Embassy of the Russian Federation in the UAE

The UAE began issuing biometric passports to Russian citizens The consular department of the Russian Embassy in the United Arab Emirates announced the beginning of the issuance of a new generation of foreign passports from September 1, 2012. The cost of the passport is 290 dirhams (about 80 US dollars).

You can familiarize yourself with the procedure for issuing a new generation passport and filling out a questionnaire to receive it on the special website of the Consular Department of the Russian Ministry of Foreign Affairs: //zp.midpass.ru This site is designed to process applications for the issuance of a new generation passport (containing an electronic storage medium) and subsequent submission a completed application to the selected Russian consular overseas institution.

In the process of filling out an application on the site, an automatic verification of the input information is carried out, which allows you to fill out the application most correctly, as well as conduct subsequent automatic processing at a consular foreign institution. Filing an application electronically will reduce the time taken to submit an application.

After completing the electronic application, you will need to make an appointment with the Consular Section of the Embassy of the Russian Federation in the UAE (Abu Dhabi) to present all the necessary documents and record biometric data. A complete list of required documents can be found on the embassy website. It should be noted that a new generation foreign passport, unlike a conventional passport, contains a special plastic page on which text and graphic information is applied by laser engraving, including basic information about the owner and validity of the document. The passport also contains an electronic storage medium, the so-called. "microchip", which, inter alia, contains information about the owner of the passport, the document itself, as well as information about the biometric characteristics of the owner.

Biometric passports have several advantages over old-style passports:

  • Compliance with international standards for identity documents;
  • the possibility of issuing passports with a validity period of up to 10 years;
  • all personal data of the holder of the biometric passport is protected by a special signature and encrypted with cryptographic means, so that forgery of this document is impossible;
  • the presence of a biometric passport will allow passport control to pass much faster, since the procedure for reading information by special biometric scanners takes place instantly. Now in many countries where electronic passport control exists, special corridors for travelers with electronic passports have been created, the line of which is moving much faster;
  • passport covers are made of special wear-resistant material, which allows you to save a presentable appearance of the document longer.

Applications along with all necessary data are entered into the system in electronic form, undergo preliminary verification and sent to the Federal Data Processing Center, physically located in the Consular Department of the Russian Ministry of Foreign Affairs. Then, special software automatically sends the received data "for approval" to the Office of Registration and Archival Funds of the Federal Security Service of Russia and, in the case of a positive answer, sends a request for personalization to the Goznak enterprise. It must be clarified that personalization is the process of making a passport, in which text and graphic information are applied by laser engraving to a specially designed plastic ("polycarbonate") page on a passport form, and electronic data is written to the passport chip. The finished passport is sent to the Consular Department, where these documents are sorted and sent for issuance, as well as sent to the Russian consular missions abroad by means of diplomatic mail.

Citizens of Russia living in the northern emirates of the UAE will also soon be able to obtain biometric passports - the necessary equipment has already been received and is currently being installed in the building of the Consulate General of the Russian Federation in Dubai.
